HSES- Health and Safety Environment and Security

Position Summary:
We are seeking a committed and experienced HSES Specialist to support our construction projects in Albania. This role is crucial in ensuring compliance with national health and safety regulations, promoting a safety-first culture, and minimizing risks on-site. The ideal candidate will have a strong understanding of Albanian legal requirements, construction safety practices, environmental protection standards, and site security procedures.

Key Responsibilities:

Health and Safety:

• Develop and implement health and safety procedures in line with Albanian law on Occupational Health and Safety (Law No. 10237, DCM No. 312, etc.).
• Perform regular safety inspections and audits to identify hazards and ensure compliance.
• Maintain all required documentation such as safety plans, risk assessments, and incident reports.
• Guide workers and site management in hazard identification, risk mitigation, and use of Personal Protective Equipment (PPE).
• Investigate workplace accidents and incidents, identify root causes, and ensure corrective actions are implemented.

Environmental Compliance:

• Ensure construction activities are in line with national environmental legislation (e.g., Law No. 10431 on Environmental Protection, Waste Management DCMs).
• Develop environmental protection plans covering waste management, hazardous materials handling, and pollution prevention.
• Monitor site conditions for environmental risks and intervene when necessary.

Site Security:

• Implement and maintain security procedures to protect the site, equipment, and materials from theft or vandalism.
• Coordinate with local law enforcement or private security providers as needed.
• Train all workers and site visitors on access control, emergency response, and evacuation procedures.

Training and Safety Culture:

• Deliver site safety orientations, toolbox talks, and specific H&S training to workers and subcontractors.
• Promote a proactive safety culture through ongoing awareness, recognition, and incentive programs.
• Lead by example and provide on-site coaching to enforce safety standards and procedures.

Emergency Preparedness:

• Develop and maintain emergency response plans, including procedures for fires, medical emergencies, and natural disasters.
• Conduct drills and simulations to ensure all staff are trained and prepared.
• Act as the sites emergency lead during any incident to ensure quick and effective response.

Reporting and Documentation:

• Keep accurate records of all HSES activities, including audits, inspections, incident logs, and environmental reports.
• Prepare regular performance reports for project managers and clients.
• Ensure timely completion of all regulatory reports and notifications as required by Albanian authorities.

Qualifications and Requirements:

• Masters degree in Occupational Safety, Environmental Engineering, Civil Engineering, or a related field.
• Additional certifications in HSES (NEBOSH, Albanian national H&S certifications, First Aid, etc.) are preferred.
• 3-5 years of relevant experience in construction HSES roles.
• Strong knowledge of Albanian laws and regulations for health, safety, and environmental protection.
• Ability to conduct on-site risk assessments and lead audits.
• Strong organizational and communication skills.
• Proficiency in Microsoft Office and relevant safety management software.
